You won't find RoIOs at the same place where you buy regular albums. You have to search for them (some claim that this is half the fun ...). Here are some tips how you could find them.

General advise: Now that copying a CD to CDR is easy for everyone you might be especially careful what you get. Some idiots claim to sell you a CD RoIO and send you a CDR copy with a lousy or missing cover copy. On the other hand, if you can get a CDR cheap and print out a high resolution cover scan that you can find here in the DB you can get a real nice piece without paying too much. But be warned that still not everyone is able to make perfect CDR copies (it's not as easy as copying a tape).

Be reminded that you are always on the edge of legality. I'm not responsible for what you are doing. The big record companies usually don't care about the RoIO market because it is small and they have to deal with bigger problems anyway. And before considering to get RoIOs you should buy all the regular albums. They are so much better in terms of sound quality.

If in doubt, visit the RIAA.
